Information Sharing Systems

There are numerous Web sites related to information sharing. The following list of sites is provided by the National Criminal Intelligence Resource Center (NCIRC). To submit additional Web sites for this list, send URLs to information@ncirc.gov.

These Web sites are independent from one another. Each site may have it's own registration process, requiring you to use separate usernames and passwords.

  • Constellation/Automated Critical Asset Management System (C/ACAMS) is a Web-enabled information services portal that helps state and local governments build critical infrastructure and key resource (CIKR) protection programs in their local jurisdictions.
  • The Federal Protective Service (FPS) provides law enforcement and security services to more than one million tenants and daily visitors to federally owned and leased facilities nationwide. FPS's protection services focus directly on the interior security of the nation and require close coordination and intelligence sharing with the investigative functions within DHS. The FPS can be reached via phone at (202) 732-8000.
  • Homeland Security Information Network (HSIN) is a computer-based counterterrorism communications system connecting all 50 states; 5 territories; Washington, DC; and 50 major urban areas.
  • Homeland Security State and Local Intelligence Community of Interest (HS SLIC) is a virtual community of intelligence analysts that fosters collaboration and shares best practices and lessons learned within the fusion center network.   • The Integrated Common Analytical Viewer (iCAV) application is a secure, Web-based, geospatial visualization tool that integrates commercial and government-owned data and imagery from multiple sources.
  • Intelink is the name of the classified and highly secure intranet used by the U.S. Intelligence Community.
  • Law Enforcement Online (LEO) is a secure, Internet-based communications portal for law enforcement, first responders, criminal justice professionals, and anti-terrorism and intelligence agencies around the globe. LEO catalyzes and strengthens collaboration and information sharing by providing access to sensitive but unclassified information and various state-of-the-art communications services and tools.
  • Lessons Learned Information Sharing (LLIS) is a national online network of lessons learned and best practices designed to help emergency response providers and homeland security officials prevent, prepare for, respond to, and recover from all hazards, including terrorism.
  • The National Criminal Intelligence Resource Center (NCIRC) provides a Web site designed to serve as a "one-stop shop" for local, state, tribal, and federal law enforcement to stay informed of the latest developments in the field of criminal intelligence. A secure version of the NCIRC Web site may be accessed through the Regional Information Sharing Systems (RISS) or Law Enforcement Online (LEO) portals.
  • The Regional Information Sharing Systems (RISS) Program is a national program of regionally oriented services. It was designed to enhance the ability of local, state, tribal, and federal criminal justice agencies to identify, target, and remove criminal conspiracies and activities spanning multijurisdictional, multistate and, sometimes, international boundaries; facilitate rapid exchange and information sharing among the agencies pertaining to known suspected criminals or criminal activity; and enhance coordination and communication among agencies that are in pursuit of criminal conspiracies determined to be interjurisdictional in nature.
  • The Technical Resource for Incident Prevention (TRIPwire) is a secure, online information sharing network for law enforcement, bomb squads, and other first responders to learn about current terrorist bombing tactics, techniques, and procedures, including improvised explosive device (IED) design and emplacement.
  • Universal Adversary Portal is a data source used by DHS FEMA/NPD to support National Level Exercises and provide open source information on terrorist networks.
